Azamat Zhunusov
Director
20+ years of experience in development programs and project management. Leaded the senior positions in projects in the development of self-governance, drinking water and tourism funded by USAID, World Banks, OSCE and Swiss Government. Worked as Deputy Director of Tourism Department under the Ministry of Economy and Commerce of Kyrgyz Republic. Нe coordinated 13 projects aimed at developing cross-border problem solving projects, supporting youth initiatives, and facilitating the development of independent mass media in Kyrgyzstan and Tajikistan.Has the state rank “Excellent worker of the self-governance”.
Rie Hiraoka
International Advisor
Extensive international experience in strategic planning and policy making, cultivating project pipeline, designing, and executing projects to support clients’ needs. Proven record on building good client relationships, negotiations with international clients, solving complex problems, building, and managing teams of diverse professionals, nationalities, stakeholders, and with the private sector.
Technical expertise includes human capital development, health sector reform, skills development, and climate change in Armenia, Afghanistan, Azerbaijan, Bangladesh, Cambodia, Georgia, India, Indonesia, Japan, Kazakhstan, Kyrgyz Republic, Laos, Malaysia, Maldives, Mongolia, Nepal, Pakistan, Philippines, Sri Lanka, Tajikistan, Turkmenistan, United States, Uzbekistan, and Viet Nam.

Maksat Kobonbaev
Chief Advisor
20 + years of consulting in CIS and Emerging Markets. Held advisory and senior positions in Asia Development Bank (ADB), World Bank Group, Centerra Gold and Alpha Oil Group where was responsible for overseeing of operational and
financial performance. Holds Ph.D. and Master of Public Policy Administration from University of Missouri-St. Louis and completed coursework in New Institutional Economics at Washington University in St. Louis, United States.
Timur Gainanov
Consultant
20 + years of experience working with various projects implemented by organizations such as USAID, JICA, EBRD as part of work on creation of strategic documents, institutional development and policy, improvement of the legislative sphere and the business climate.
Janna Saralaeva
Consultant
20 + years of experience in the field of gender and social policy in Kyrgyzstan. She conducted a gender analysis of the media, an analysis of women’s participation in policy, monitored the implementation of the Law on Social and Legal Protection from Domestic Violence.
Bakyt Stybekov
Consultant
20+ years of experience in public finances, budgeting, promoting the investments and governance of the investment funds. Held senior positions in finance and budgeting in Ministry of Finance of Kyrgyz Republic and UNDP Environment Program. Holds the Master of MBA in Accounting and Management Systems from Yokohama National University and MBA in Management from Academy of Management under the President of Kyrgyzstan.
Kylychbek ISA
Consultant
20+ years of experience in international development programs in Central Asia. Held senior positions in program management in the Eurasia Foundation of Central Asia, the ILO, and the Central Asian-American Enterprise Fund. Managed projects in education, poverty reduction, conflict prevention, agribusiness development, improving local self-governance, and social enterprise promotion funded by Big Lottery Fund, USAID, DFID, and foreign embassies in Kyrgyzstan, Kazakhstan, and Russia. Skilled in developing projects from scratch to successful implementation, such as research, feasibility assessment, writing winning grant proposals, financial management of funds, and management of personnel. Long served as a board member of the Association of Social Entrepreneurs of Kyrgyzstan. Holds an MS in International Studies from Oklahoma State University, USA, an MBA in Management from the Academy of Management under the President of Kyrgyzstan, and a Master’s degree in Law with honors from the Kyrgyz State Law Academy.
Tynarbek Musabaev
Consultant
17+ years of experience in the management and implementation of water and sanitation sector development projects across Central Asia. Over the past several years, has designed and supervised up to 50 projects funded by UN agencies and multilateral development banks and implemented in the Kyrgyz Republic. Has strong expertise in EBRD and EU project implementation and procurement requirements, gained through the delivery of multiple local economic development and water infrastructure projects. Actively engaged in addressing climate change by facilitating corporate development programs in the water sector in Kyrgyz Republic.
Effectively identifies, analyzes, and manages project risks, develops appropriate intervention strategies, and provides administrative support as required. Has led the assessment and implementation of projects involving multicultural local and international teams, focusing on capacity building for water service providers, climate change adaptation, ecological sanitation, environmental and social plan management. Supervised the design and implementation of baseline and endline surveys, as well as monitoring and evaluation (M&E) activities across development projects.
