Drinking Water & Sanitation

The Public Foundation “Central Asia Prospects”(CAP)has successfully implemented a number of projects aimed at enhancing the resilience of rural areas, supporting local livelihoods, and strengthening environmental sustainability.

Issyk-Kul Wastewater Management Project

Within the framework of the Issyk-Kul Wastewater Management Project, CAP implemented the project “Improving Financial Management at Water Utilities in Karakol and Balykchy”. The project aimed to assist the municipal water utilities (Vodokanal) of Karakol and Balykchy in improving their financial management systems and economic operations, strengthening their commercial positions, enhancing the quality of services provided, improving financial performance, and fulfilling obligations related to accounting, accounting policies, and financial planning under the credit-grant agreement of the Issyk-Kul Wastewater Management Project between the Kyrgyz Republic and the Asian Development Bank.

In addition to a comprehensive assessment of accounting systems, internal controls, and other business processes, the project provided methodological and practical support, including the development of tax policies, transition to International Financial Reporting Standards (IFRS), addressing audit recommendations, and developing specialized training programs in financial management, accompanied by relevant workshops for utility staff.

Furthermore, in 2018–2019, the CAP completed the institutional development component within the framework of the “Sustainable Rural Water Supply and Sanitation” Project. Under the contract terms, training modules on water supply, sanitation, financial management, and business planning were updated and implemented to enhance the qualifications of staff working for rural water service providers. The project was funded by the World Bank.

Project “Improving Climate-Resilient Water Management Services”

Objective: Development of a 10-year Water Supply and Sanitation Sector Development Program (2026–2036) and support for strengthening the institutional capacity of the Department of Drinking Water Supply and Sanitation Development (DDWSSD). The Program Project was prepared under the contract IDA-CRWSP-COMP2CQS-2023-2, concluded between the Project Implementation Unit of the DWSSD and the CAP, and reflects the results of Task 3 on supporting and enhancing the institutional capacity of the DDWSSD under the Improving Climate-Resilient Water Management Services Project, financed by the World Bank. The main goal of this work was to strengthen the resilience and operational capacity of the DDWSSD for the effective implementation of state policies, programs, and regulatory acts in the field of water supply and sanitation, as well as to improve the efficiency and competitiveness of water supply and sanitation operators in the Kyrgyz Republic.

During the assignment, the team of experts from the Central Asia Prospects Public Foundation provided continuous consulting and analytical support to DWSSD staff upon request, including during the development of the Water Supply and Sanitation Sector Development Program through 2036. Assistance was provided in the areas of institutional development and capacity building, tariff policy, enhancement of the regulatory framework, as well as the review of citizen and organizational appeals and the resolution of ongoing tasks related to the day-to-day implementation of state policies in the water supply and sanitation sector.

Sustainable Tourism & Local Economic Development

Development of the Strategy and Sustainable Tourism Development Plan for the Osh Region (Osh Region and the City of Osh) (STDSP):

This project is being implemented jointly with the Public Association “Kyrgyz Association of Community Tourism,” engaging leading experts from the Kyrgyz Republic in the fields of strategic management, spatial planning and mapping, social mobility, and legal regulation. The primary objective of the project is to establish a strong institutional and resource foundation for the sustainable development of the tourism sector, positioning it as one of the key drivers of socio-economic growth in the Osh region.

The preparation of the Sustainable Tourism Development Strategy and Plan (STDSP) is a comprehensive, multi-stage process. It includes conducting a detailed situational analysis, creating a bank of priority projects and a priority investment program, developing marketing, branding, and communication strategies to promote the region, as well as preparing a capacity-building program to enhance the skills and competencies of representatives of the regional tourism business. The project is being implemented under the mandate of the Agency for Community Development and Investment (ARIS) with donor support from the World Bank.

Preparation of the Foundations for Establishing a Geopark in Osh Region

The project aimed to establish the institutional, conceptual, and practical foundations for the creation of a geopark in Osh Region of the Kyrgyz Republic under the GIZ Programme “Green Economy and Sustainable Private Sector Development,” implemented with the support of BMZ, the European Union, and the Government of Switzerland. The initiative built upon an existing inventory of geological, natural, and cultural sites of international and regional significance and sought to promote sustainable tourism, conserve natural and cultural heritage, and enhance local livelihoods. Project activities included field assessments, delineation of geopark boundaries, development of a Roadmap and business model for geopark promotion, and establishment of an Executive Directorate. In addition, the project team conducted consultations and capacity-building activities for local authorities and key stakeholders, culminating in the preparation of an application for inclusion in the UNESCO Global Geoparks Network.

Green Economy & Climate Change

Development of Pheasant Farming in the Jeti-Oguz District

The aim of the project was to conserve biodiversity in the Issyk-Kul region and promote the development of environmentally sustainable agricultural practices as part of the transition to a green economy. The main objectives of the project included the preservation and restoration of the Semirechye pheasant population in its natural habitat by increasing its numbers, as well as creating an additional source of income for the local population of the Jeti-Oguz district through the establishment of pheasant farms.

As part of the project, active participants of the training courses were provided with in-kind mini-grants, including breeding pheasants and construction materials for setting up the farms. The project was funded by Kumtor Operating Company (2020).

Study on the Potential for Small Hydropower Plants and Wind Power Plants in the Kyrgyz Republic

The project aimed to assess the economic potential, investment attractiveness, and development risks of renewable energy facilities—specifically small hydropower plants and wind power plants—as key elements of the Kyrgyz Republic’s transition to a low-carbon and green economy. At the request of private foreign investors, the task was to provide a clear and objective understanding of the prospects for implementing these projects in the country. Within the framework of this work, the CAP, in close collaboration with the research organization “Energy R&D”, conducted an analysis of existing government programs for the development of the energy sector, as well as a techno-economic feasibility assessment of renewable energy projects. The project was implemented on behalf of private foreign investors in 2018.

Marketing Project to Attract an Investor for Exploration and Mining Activities at the Kopurbash Mercury Deposit:

As part of the project, staff of the CAP prepared and delivered presentations to potential investors, emphasizing responsible subsoil use, minimization of environmental risks, and compliance with sustainable development principles. Following negotiations with interested stakeholders, memoranda of understanding were signed, outlining further exploration of project implementation opportunities in accordance with environmental and social standards.

Support to the Banking Sector in Promoting ESG Principles

Provided technical assistance to OJSC Eldik Bank (the Bank) in accessing green financing from the Green Climate Fund (GCF), including analysis and preparation of the Bank’s internal regulatory and policy documents for submission through the GCF Digital Accreditation Platform. Supported the development and operationalization of the Environmental and Social Risk Management System (ESRMS), including preparation of training materials and delivery of capacity-building activities for headquarters staff and regional branches of the Credit Department. Adapted and enhanced the Bank’s internal regulations to align with Environmental, Social and Governance (ESG) principles and ensure compliance with GCF fiduciary standards. Prepared concept notes on green lending instruments for potential GCF co-financing, as well as a concept note on institutional capacity strengthening for green finance under the GCF Readiness Support Programme. The project was financed by OJSC Eldik Bank.

Strategy & Policy Development

Our consultants served as lead implementers and active participants in a number of significant analytical and strategic initiatives aimed at shaping and improving key programmatic and regulatory-strategic documents, including:

  • Conducting a comprehensive analytical study of the mining sector, with the preparation of well-founded recommendations for reforming government policies in natural resource management;
  • Jointly developing the Efficiency Improvement Plan for the municipal enterprise Sulyukta Taza-Suu Kanal (Water Utility) under the ARIS Urban Development Project;
  • Preparing an analytical report on the protection of the rights of women from ethnic minority groups, including a comparative analysis of national legislation against international standards and obligations;
  • Participating in the development of the Roadmap for the implementation of the Water Code of the Kyrgyz Republic;
  • Developing medium- and long-term strategic framework documents aimed at promoting sustainable development in the mining sector of the Kyrgyz Republic.

Capacity Building & Institutional Development

As part of its capacity-building activities, the CAP has developed and implemented a comprehensive set of training and methodological initiatives aimed at enhancing the professional competencies of staff at municipal water utilities and local self-government bodies in the Kyrgyz Republic. In particular, a specialized methodological guide for trainers was prepared to facilitate the training of personnel from municipal water companies and local authorities, taking into account the sector-specific characteristics and practical needs of the water supply sector. The Foundation also organized and conducted a series of train-the-trainer sessions for ARIS, covering key aspects of rural water supply system operation, drinking water disinfection using chlorine and its compounds, the development of economically justified tariffs for potable water, the connection of private households to water networks, as well as the fundamentals of financial planning and ensuring the organizational and economic sustainability of municipal utilities. In addition, targeted training programs were developed and delivered on topics such as the budgeting process, municipal resource management, and the rights and responsibilities of local self-government bodies, contributing to the strengthening of institutional capacity at the local level and improving the quality of governance in the water supply and sanitation sector

Research Projects Implemented by the “Central Asia Prospects” Public Foundation

Consortium of Young Analysts”

Within this project, the Central Asia Prospects Public Foundation conducted comprehensive analytical and research activities aimed at developing the capacity of young analysts in the regions of the Kyrgyz Republic. Training seminars were organized in eight regional settlements, local mini-communities of young analysts were established, and a study was carried out to assess the needs and potential for creating a sustainable national network of young analysts.
The project was implemented with the support of the Soros Foundation – Kyrgyzstan in 2016.

“Assessment of ICT Needs in the Regions of the Kyrgyz Republic and Prospects for Development”

As part of this study, the Central Asia Prospects Public Foundation conducted a thorough analysis of the state and development of the information and communication technology sector in the Kyrgyz Republic. The research included assessing the population’s needs for mobile communication services, evaluating internet availability and usage levels in regional areas, and analyzing the population’s needs regarding television broadcasting and readiness to transition to digital television. The project was carried out with financial support from the Soros Foundation – Kyrgyzstan in 2017.

“Market Research on the Feasibility of Launching a New Food Powder Production in the Kyrgyz Republic and Identifying Potential Consumers”

The goal of this study was to provide a comprehensive assessment of the economic and market feasibility of launching a new food powder production in the Kyrgyz Republic. Within the project, the Central Asia Prospects Public Foundation analyzed the relevant market, evaluated demand and the competitive environment, developed a preliminary marketing strategy for product promotion in the event of production launch, and organized activities to identify and engage potential major consumers. The project was implemented with the support of the European Bank for Reconstruction and Development (EBRD) in 2021.
